Police said in a statement that Zaveri shot the dog twice while running to the golf course and brought a golf ball to his mouth to play with it. Authorities wrote in the statement that Zaveri allegedly hit the golf ball in the next hole after shooting the dog, and then hit the dog for a third time. A witness took a photo and video of the arrest while police interrogated Zaveri on the golf course. Zaveri claimed that the dog was trying to attack him.

The police department said that Zaveri shot a dog at around 5:15 pm at Wyndham Grand Rio Mar Puerto Rico Golf & Beach in Rio Grande, Puerto Rico. Saturday, May 8, 2021. Police responded to the scene after calling 911. In the statement made, it was stated that Zaveri shot the dog with a 9 mm Glock in preliminary investigations.

A Witness Shares a Video of Police Interviewing Zavari on the Golf Course

A witness shared a video of Begnaud in which police interviewed Zavari on the golf course. The reporter shared the testimony of the eyewitnesses regarding the shooting and the arrest of Zavari.

An eyewitness told me that the dog ran to the golf course and suspects grabbed the golf ball to play. Begnaud allegedly shot the dog twice, then went to the ball and hit the next hole, and then hit the dog a third time.

Police said Begnaud Zavari is permitted to carry firearms on the island. Zavari claimed that the dog tried to attack him, but witnesses told the police that the claim was untrue. Investigation into the case is ongoing and Zavari has not been convicted of any crime related to the allegations.
Begnaud defined Zaveri as the “22er Law”. Law 22 was an initiative of Puerto Rico’s Ministry of Economic Development and Trade to offer tax incentives to attract governments.

Authorities also identified Zaveri in their statements.

The 22nd Law, also known as the “Individual Investors Act”, came into force in 2012, which offers tax benefits to Puerto Rico-based investors who apply for tax exemptions.

“The law could have profound implications for Puerto Rico’s ongoing economic recovery,” DCED wrote. “The law provides tax exemptions for eligible persons residing in Puerto Rico. To enjoy such benefits, a person must be a resident of Puerto Rico and apply for a tax exemption decree. ”

Law 20/22 “Protects new residents of Puerto Rico from paying most of the federal income taxes for at least half the year.”

20/22 Association condemned the alleged actions in its statement, saying that they were “disturbed”.
