Pensacola vice principal and daughter arrested for unauthorized access to hundreds of student accounts Representatives from the Florida Law Enforcement Department have today arrested old Laura Rose Carroll from Pensacola and her daughter each for crimes against computer and computer users systems, computer networks, and electronic devices (3rd degree crime), illegal use of a two-way communication device (3rd degree crime), criminal use of personally identifiable information (3rd degree crime) and conspiracy to commit these crimes (1st degree misdemeanor.)
Authorities say the investigation began in November 2020, when Escambia County School District contacted FDLE to report unauthorized access to hundreds of student accounts.
They say the investigation revealed that his daughter, an assistant principal at Bellview Elementary School, Carroll and Tate High, had access to the student’s FOCUS accounts.
Carroll had district-level access to the school board’s FOCUS program, the school district’s student information system. FOCUS users are required to change their passwords every 45 days, and Carroll’s annual training for “Technological Employee Responsible Use Guidelines” was up to date.
In October 2020, hundreds of votes for the Tate High School’s Homecoming Court vote were marked as fraudulent with 117 votes received from the same IP address in a short time.
The representatives uncovered evidence of unauthorized access to the FOCUS connected to Carroll’s cell phone and computers associated with his residences, with a total of 246 votes for the Homecoming Court.
Multiple students reported that their daughter used her mother’s FOCUS account to vote. The investigation also found that as of August 2019, Carroll’s FOCUS account had accessed 372 high school records, 339 of which belonged to Tate High School students.
Carroll was arrested today and held in Escambia County Prison with a $ 8,500 bond. Her daughter was detained and transferred to the Escambia District Juvenile Detention Center.
The State Attorney’s Office, the First Judicial Office will prosecute this case.
